From seed , to plant- to root, to community - The development of healthy soils happens on many levels. It involves water , oxygen , Organic Matter ( humus) , aggregates of clay , sand and silt to make up the  physical properties of soil . But  within these particles, the  living  bacteria , fungi,  protozoa , and  insects are engaged in the process of cycling nutrients, breaking down carbon , and manufacturing exudates that bind soil particles together. 

Focusing and emphasising the development within the soil matrix and food web together , requires a variety of resources. There is no one single answer to this complex realm of the natural world; success is a combination of quality products ( from  local and diverse sources) , empirical knowledge ,and scientific adaptation .
